Brussels Environment is the public authority responsible for environmental and habitat matters in the Brussels Capital Region. For this institution, a new building was designed by cepezed on the Tour & Taxis site in Brussels.
The building is BREEAM-NL Excellent certified and complies with the Passivhaus criteria. It is characterized by a compact volume with stepped floors beneath a rounded, largely transparent roof. A central atrium extends the adjacent public square and connects the building to nearby historic structures, including the Royal Depot and the Sheds.
The lower floors house public functions such as a visitor centre focused on ecological themes, an auditorium, a multimedia library, a conference centre, and a restaurant. Office spaces begin above and are arranged with flexible layouts. A continuous staircase links the floors and connects with open galleries.
The building integrates geothermal systems, concrete core activation, triple glazing, external solar shading, façade-integrated ventilation, and photovoltaic panels. The atrium contributes to daylighting, heat capture, and transparency within the building.
The project received the Best Building Energy and Building Physics award in 2015 from the Dutch–Flemish Energy and Building Physics Association.
